You need to install the download on a machine with enough space to hold the Mitre files (approx. 2MB each but they will grow on size over time. The XML temporary files will take probably twice the space). Also the importer will need access to the database in order to import the XML CVEBrowser file.
To install the download and importer tools type the following:
bash# rpm -ihv $RPMDIR/cvebrowser-tools-1.0-0.noarch.rpm
